Todd R. G. Hill serves as a Public Director of the Texas Property & Casualty Insurance Guaranty Association — one of four public representatives appointed by the Texas Commissioner of Insurance to the Association's nine-member board.

The Association operates under Chapter 462 of the Texas Insurance Code. When a licensed property and casualty insurer becomes insolvent, the Association pays covered claims and defends insureds as the statute provides — the safety net the Legislature built for Texas policyholders. The board is the Association's policymaking body; its public directors sit for the consumer.

Standing. Public representatives are held to statutory independence: they may not be officers, directors, or employees of insurers, or of other entities regulated by the Department. That constraint is the point — the seat exists to be uncompromised.
